    i can't seem to obtain any loki secret item no matter how many event npcs i shoot

    You can only have one at a time, so if you already have one you will not get anymore until you spend the one you have. Go to the market and see if you can buy an item that requires the loki secret.

    Your fellow pirate is correct. You can own only 1 of Loki's Secret Plans.

    Please be aware that there is only a chance to obtain such item - nothing is guaranteed.
