where can I find a commonwealth officer?

I need to have a commonwealth officer to board a Rosa Maria. Where can I find him? I don't want to spent real money.

you need a Boarding Officer in order to board any NPC.

Boarding Officer ( Level 1 Commander) can be obtained as a reward from the quest on lvl 4 - Null and Void.

I completed that quest but I still don't have a commonwealth officer. I have a boarding officer, and 51 pirates but still can't board. what else do I need?

 

In order to board an NPC you will have to move your Boarding Officer onto the ship.

I tried everything that is writen there, it still doesn't work. The boarding light doesn't light up.

 

In order to board an npc you need to lower its Hitpoints.

If you own a Boarding Commander Level 1 you will be able to board npcs when they go under 25% HP.

If you own a Boarding Commander Level 2 you will be able to board npcs when they go under 50% HP.
