Why I can't upgrade my cannon

    So rightnow i'm level 15.
    I have 60's pounder level 3, I want to upgrade it to level 4.
    But I can't click upgrade on that pounder. What is wrong?

    As described in the     Crafting Seafight Bible thread, you must be level 17 to craft 60-pounder cannons level 4.
